European expansion was almost a certainty. The continent was relatively poor place for agriculture, which pushed Europeans outside of Europe in search of new soil. Different countries sent explorers, like Columbus and Magellan, to find unknown trade routes to India and Asia. They stumbled onto new sources for raw materials and goods and Europe was suddenly substantially profiting. The exploration of Africa, Asia, and South America provided new wealth. It increased the standard of living for Europeans, introduced them to spices, luxurious goods, silver, and gold (class notes). Later revolutions and reformers throughout the 19th and 20th centuries transformed European society and continually provided the continent with new interests, experiences, and ideas. As a result, Europeans developed new technology, which enabled them to explore unknown territory and expand their influence overseas. European imperialism began in the 14th and 15th centuries. There were a variety of factors that allowed for expansion. First of all, because the population of Europe was low there was a potential for rapid population growth. Secondly, Europe was relatively small which made it venerable to invasion and provoked the need for strong armies. The fact that it was divided into states provoked the need for strong governments and because there was no one power that could change things in Europe they obtained a relatively strong freedom of thought. This solidarity gave Europe the power to send voyages and explorations around the globe to help find new resources. Futhermore, Europe sent explorers to find different and needed trade routes to Asia and India because the land routes were extremely long (class notes). Also, public opinion played an important role in the support of imperialism. Many people who weren't pleased with their economic and political status could migrate to new re gions to find other opportunities. Others were inspired to spread the word of Christianity and sought a new standard of living. But most importantly, Europeans were concerned with the quest for material goods and to grow rich (textbook pg. 878). There were many changes in the methods from early imperialism to late expansionism. For example, unlike "new imperialism" early European expansion focused on establishing trading posts in different countries, instead of actually taking over the land and adding empires like later imperialism.

The Effect of Humour in Galloway’s the Cellist of Sarajevo

People of all ages and cultures respond to humour. Riddles and jokes have been told for centuries to make light of situations and to make people laugh. Humour is the tendency of particular experiences to provoke laughter and provide amusement. People are able to be amused, laugh, or smile at something funny, and therefore they are considered to have a sense of humour. To find something humourous depends on the person and their taste in humour and there are many instances when humour does not result in laughter because of the mood of the surroundings or the context. Humour is an emotion that enables us to experience joy even when faced with adversity. It can be seen that in Galloway’s The Cellist of Sarajevo, humour is used in a dark way to lighten the mood. This is done so that the readers have glimpses of light in a dreary time. Humour helps people, in this case the characters, carry on their lives in times of adversity. Galloway uses the lives of Kenan and Dragan to exemplify how humour, in the slightest form, can make a dreary day a little more pleasant. Through examining the life of Kenan, a middle aged man, it will be proven that humour has an important role in his daily life. Kenan has the duty of carrying canisters to the brewery to bring clean, filtered water for his family and Mrs. Ristovski, the neighbour. Before the war, Kenan was a clerical assistant at an accounting firm. His journey to the brewery is very risky because at any point he may be shot; therefore, humour has a huge impact in the way Kenan presently lives his life. Before Kenan leaves his house his wife and him joke about their clothes: â€Å"Would you like me to get you some shoes?†¦ No, she says. But I’ll take a hat if you have time†¦ Of course, he says. I would assume you would like mink? † (Galloway, 26). At a time of war, fancy clothes will not benefit either of them, but he leaves his wife in a good mood. Amila and Kenan use light humour to make a dark situation a little easier to bear. Another example in which Kenan uses his humour to make his grey, dreary journey a little more pleasant is when he walks across an older man fishing for pigeons: â€Å"How’s the fishing today? Kenan asks, †¦ They’re biting well, the man says, †¦ Do you need a licence this time of year? e asks, smiling so the man understands it’s a joke† (Galloway, 64). Seeing the man fishing for pigeons was a brief distraction for Kenan and also a window of hope; with seeing the man, Kenan felt that if he could finish his mission of collecting water for his family, he could also fish for pigeons to help his family. The humour is light; it makes the reader pause, and makes the characters forget about th eir surroundings and just smile. Kenan made slight of the situations he faced so that he can smile, and make it seem that life will carry on with the war. Just as Kenan used humour in his life, Dragan, previously a baker does the same to fill the void of his missing son and wife who left on the last bus to Italy. Dragan now lives with his sister and her family, and to have his space he goes to collect bread from the bakery for the family. While on his journey he has seen many men and women running to cross roads so that the snipers have less probability of hitting them. Dragan likes to see the running as a game: â€Å"The man runs in a straight line. He’s fast. A new world record? Maybe. Perhaps they will have to notify the people at Guinness† (Galloway, 230). Dragan uses sarcasm to make an almost dangerous situation seem funny since the civilian has survived. Dragan likes to see things for what they are, and to make the most of a situation. There is no need to focus on the bad when there is also much to be grateful for. Just like Kenan, Dragan does face a lot of danger and hardships with dealing with the loss of his family, but his humour and sarcasm seem to help him push through and carry on with his life. Dragan uses his wit make it through the tough and challenging times, especially since he has no one by his side. Although Galloway’s The Cellist of Sarajevo is about a devastating, tragic time in history, he manages to use humour in the characters to lighten the mood of the book. By examining how Kenan and Dragan use humour, it has been shown that humour assists in fighting adversity. No matter what situation the character was faced with, they still had their humour, and as long as their sense of humour was alive, their sense of hope would live. As the humour helps the characters in the novel, it also makes the readers have something to tone down the darkness and despair of reality of the war. All persons are different and have appeal to a different sense of humour, but as long as there is something to put a smile on one’s face, then there is something worth fighting for. Were rivals. Disney animators had far greater resources at their disposal, and their animation was more elaborate and detailed than the simpler style of the Warner product. Warner cartoonists, despite their limited budgets, fought back by exploiting the comic fantasy possible in animated films and playing with the medium in imaginative ways. In Warner Pros. Cartoons, characters often spoke to the audience or referred to the animators and studio executives. At times the sound cuts out, or the film mess to slip in the projector, so that we see the frame line in the middle of the screen (10. 104). All these tricks result In a peculiar narrative. Daffy repeatedly tries to get plot, any plot, going, and the unseen animator constantly thwarts him. As a result, the films principles of narrative progression are unusual. First, It gradually becomes apparent to us that the film is exploring various conventions and techniques of animation: palate Docudramas, sound erects, Trading, music, Ana so on. Second, ten outrages perpetrated against Daffy become more extreme, and his frustration mounts steadily. Third, a mystery quickly surfaces, as we and Daffy wonder who this perverse animator is and why he is tormenting Daffy. At the end, the mystery is solved when the animator blasts Daffy with a bomb and then closes a door in his face (10. 105). The next shot moves us to the animation desk itself, where we see Bugs Bunny, who has been the animator play ing all the tricks on Daffy. He grins at us: Anti I a stinker? (10. 106). To a spectator who has never seen a Warner Pros. Cartoon before, this ending would be puzzling. The narrative logic of Duck Muck depends largely on knowing the character traits of the two stars. Bugs and Daffy often costarred in other Jones cartoons, and invariably the calm, ruthless Bugs would get the better of the manic Daffy. Duck Mucks use of animation techniques is Just as unconventional as its narrative form. Because the action moves so quickly, we might fail on first viewing to note that aside from the credits title and the familiar Thats All, Folks! Logo, the film contains only four separate shots?three of which come in quick succession at the end. The bulk of the cartoon consists of a single lengthy and continuous shot?animations equivalent of a long take. Yet the settings and situations change quickly as the paintbrush and pencil transform the image and Daffy moves in and out of the frame. Often he appears against a stark white background (10. 107). Such moments emphasize t he fact that in cell animation, the figures and background are layers that could easily be photographed separately. In Duck Muck, the only certain space is that of the frame itself?a quality quite different from the clearly established locales provided in more conventional cartoons. Similarly, the temporal flow becomes warped as Daffy moves into and out of dietetic tuitions, launching into one possible plotting only to find it cut short by the mystery animator. Daffy keeps assuming that he is at the beginning of the cartoon, but time is flowing inexorably by in the outer cartoon, Duck Muck itself. Traditionally, cartoons were around seven minutes long to fit into the shorts section of movie theater programs. ) At one point more than halfway through, Daffy shouts, All right! Lets get this picture started! Immediately a The End title appears, but Daffy pushes it aside and tries to take charge: Ladies and gentlemen, there will be no further delays, so I hall attempt to entertain you in my own inimitable fashion, going into a soft-shoe routine against the blank background. Duck Muck also plays with o nscreen and officered space. Many of the startling transformations we witness come from outside the limits of the frame. Most important, the unknown animator occupies the space from which the camera photographs the scene, with the brush and pencil coming in from under the camera. Daffy enters and exits frequently, and the frame often moves to reveal or conceal new portions of the scenery. When the sound cuts out entirely, Daffy asks to get it back (10. 07), and then we hear a scratchy sound, as if from a phonograph somewhere outside ten Trace playing a worn record. I Nils unseen phonograph provokes inappropriate noises?a machine gun when Daffy strums the guitar, a donkeys bray when he breaks it?an elaborate Joke on the fact that in animated films, the sound is never really produced by the characters and objects we see on the screen. The most spectacular gag involving the space outside the edges of the image comes when the top of the frame seems to collapse, dripping down onto Daffy like black syrup (10. 108). For a moment, we have the contradictory situation of having the space hat we know should be invisible outside the frame suddenly become visible on the screen. 0. 108 In Duck Muck, Daffy struggles to preserve a bit of space for himself as the frame collapses on him. The inventiveness of Duck Muck sets it apart from more conventional Hollywood animated films. Yet it also motivates its play with the medium through its adherence to narrative form, the genre of comedy, and familiar characters (Bugs mistreating Daffy, as usual). It is possible t o go even further in exploring the medium of animation and to depart from narrative altogether, as our second example shows.

Friendship is an important fact that consistutes towards happiness, along with popularity, when being popular one can feel happy or more the fact of being appericiated by others. Popularity can also cause some to start to envy you even jealous can be an effect of ones popularity. So then popularity can have its pro for a person and con for others. Like they say one mans food can be another mans poison. Another cosisitution would be a security of jobs or secure income. For example a family who have children. More importantly mothers and fathers who work would look for work that has either a secure job position or secure salary. This is considered as happiness because a family will feel happy if they are able to hold a good job. Parents feeling happy that they are able to look after themselves and your children with ease.Holding a steady job and a steady salary can help some be become happy. Children and nephews of familys can also be a factor that constitutes towards happiness. Parents with children will feel the joy of happiness once they have given birth is completed the feeling of being over joyed. To the feeling of proudness and somewhat sadness when the once baby is now a young adult and has started his own adulthood. This is one of the factors that happiness can been gained for a family. The feeling of pampering a young child to arguing with a young adult is a main factor that consists towards the happiness of children. Satisfying the needs of a person, when someones needs has been fulfilled that person will feel the joy of happiness for example finishing an important task that you have been working on. The hard work of doing something and the outcome of that task.Example getting a raise or praised by superiors. Or the feeling of finishing reading or writing a book the feeling of proudness. All this can constitute towards happiness. Being a good listener to someone who is talking. By being a good listener to someone who is upset or just needs someone to talk to will cause that person to feel better. Listening to the persons feeling giving examples and advice to make him/her feel better about themselves. Also just the fact of being a good listener can help to make some one feel berrer. As they now have someone to talk to about all their problems. A good listener will change the mood and attitude of a person to become happy depending on how the conversation goes. Keeping someone who feels lonely and give that person company. Being a good friend by accompanying someone who needs a friends. Keeping someone company can help that person feel better and become happy. Just simply walking around or asking them out for a drink or game can help someone who is depressed become better. Happiness comes from the help of others. By simply being a good friend can help someone become happy. Happiness is about the state of ones mind. So just by being a good friend or accompanying someone can be considered as a factor of happiness. Love can also be a factor that constitutes towards happiness When finding love this can be found as a good factor that consists for ones happiness. When finding love it can help one feel the joys of a relationship, happiness and at times remorsful. When your are with partner you will surely feel happy having a romantic time or whatsoever the feeling will result in one being happy. Happiness can be found in the heart of all relationships. When with your partner or simply texting or messaging them will make one feel happy always. Relaxing When at home or anywhere just simply taking time off to relax yourself will help with encouraging happiness just simply enjoying yourself and have a good time. Taking a nap or sitting down after a long day work can release stress, taking time off doing things you want to do. All these can help constitute towards happiness. Relaxing oneself doing all the things that they want to do. Relaxation is a great way for one to become happy. Where a overly stressed man can take time off and relax himself, being relaxed therefore becoming happier. Religion and religious aspects. When one chose religion and all the many religious aspects to follow once in the religion one can feel have relaxed feeling of happiness and prosperity knowing that there are many ways to worship a certain god. If one belives that their god will protect them from harm and bad luck they will feel happy and safe from harm. Knowing that when they passed away they can go to a better place. Every religion has a diffirent god and diffirent views but in the end has the same outcome the safe feeling and happiness. So having religion and following the religious aspects of life is a good way to ensure happiness. A day/night out with friends When going for a day or night out with friends one will feel happy because you can enjoy the day or night either going for a drink with friends or fully enjoying the night or going to have a singing session or simply watching a movie with friends. There are many activities where someone can be happy and enjoy themselves. Being day time or at night friends with activities to do can end up in a great time making one happy so then hanging out wih friends can be a great way to achieve happiness. Time with your family. when spending time with your family for example a vacation or just simply at home or a outing one can easily enjoy a good time. It is proven that when spending time with your family with make others happy and yourself as well. For example doing things that you have always wanted to do as a family such as a vacation, enjoying beautiful views and etc Just simply having a good time with ones family is a factor that consistutes towards happiness. Vacations or holidays Taking time off on a holiday season to go on a holiday / vacation is a great way to achieve happiness, going places with ones family or alone just taking in the sights, good food or shopping all these and more activities can easily help in making one happy therefore having a good time. Some popular destinations would be Hawaii, Spain and so on. All these places also can have cultural diffirences for people who enjoy different customs. A lot good vacations are placed at good locations. So having a vacation or a holiday is a great way to achieve happiness. Question two conclusion. There are many ways that someone can become happy or that somebody can do to make you happy and the many ways to make yourself happy. There are many aspects towards happiness as for anyone will be able to please you or help you become happier. For example how you treat your friends and the tone of your voice. Being careful on how you say things as people can easily missunderstood your intentions, thinking that you are being sarcastic and knowing how to say the correct words and phrases to people. Along with the many various factors that can constitute towards happiness.Religion, friendship, love and so on all these factors can help one achieve happiness when depressed or sad. Happiness is in the eye of the beholder this mean that happiness can only be gained on how one looks at things. And also remembering that one mans food can be another mans poison. This mean to be careful on how you say things making sure that you say things correctly and not sounding sarcastic or rude.

Statement of Educational Goals and Philosophy :: My Philosophy of Education

Statement of Educational Goals and Philosophy To begin my statement of educational goals and philosophy, I would like to address the issue of the nature of students. I think it is important to state that my choice in becoming an educator was mainly influenced by my love of children of all ages. I was also priviledged to have the influence of my Grandmother Yost for seven years of my life. She was a school teacher in a one room school house in McDowell County. In the short time I was able to be with her, she left impressions on my little girl mind that I will never forget. She believed in children, she believed in God and she believed in living life to its fullest. She passed away when I was seven, but not before she had a chance to impress on me that there was something in life I could give back and that something was myself. To me, teaching is the best way to give of myself. In addition, I chose this profession because I have a genuine interest in seeing all children succeed. I am a firm believer that there is a level of achievement that each child can reach that far out weighs even their highest expectations. I have confidence in the students and believe that there is potential in everyone of them. I believe it is my job as a future educator to go into the classroom with a fresh mind and approach each child as a â€Å"clean slate†. I believe each child should be given the opportunity to change and excel above any record or previous achievement levels. To me, knowledge is something this out there to be obtained everyday. I want my students to understand that each day they enter the classroom there is something to learn, to be understood and more to know. The joy of education is understanding there is someone there to teach me something I didn’t know when I arrived. Knowledge is not a resting place, it is like a rung on a ladder, not meant to rest upon, but rather, there to place one foot higher. Knowledge is also obtained and increased within their life outside of the classroom.

Importance and Scope of Commerce

Since the second part of the 20th century, the world is entered in the new era of the globalization. This era began with the creation of the GATT (General Agreement on Tariffs and Trade) in 1947 which finally lead to the creation of the WTO (World Trade Organization) in 1995. Those organizations have for objectives to accelerate, in the world scale, exchanges of goods, services by limiting the barriers of the commerce between the countries. In this era of globalization, the commerce has a central place. The importance of the commerce is in the fact that it provides goods and services which are easing the life of the consumer all around the world. Commerce is a preponderant vector of economics development and growth for countries. Indeed, the countries the most powerful, on an economical point of view, are the countries which dominate the world’s business, like the United States of America, China or Arabic countries due to the oil’s market. The opening of economies to the rest of the world and the trade liberalization (which can be reach thanks to the GATT and WTO’s work) are essential steps to improve the well-being of populations. It contributes to reducing poverty and helping countries to accelerate their progress (developing countries). The final objective of commerce is to make all the countries economically independent, in a sustainable way. Due to the importance of commerce in the present day world, there is a constant development of businesses and specific jobs in relation with commerce. That means that more and more people are engaged in commerce and concerned by this activity. So, the scope of commerce is very wide and is still changing day after day. Indeed, since the world is growing (new consumers, new way of life [†¦]) and the technology are changing, there is new businesses which open every day worldwide. Furthermore, there is a change in the world’s economy which influences the scope of commerce. For example, in one hand we can see that all the manufacturing companies are moving to developing countries to benefit of the low-cost labor force, in China or India for example. So it changes the frontiers of commerce by create new players in the world business. In the other hand, the developed countries have to find new opportunities for maintain their importance. So they explore new fields for business like the Internet. Thus, most of the companies from developed countries are moving toward the internet by the creation of a new way of make business: the e-commerce. With this opening on the virtual world for commerce, it expends more and more the scope of commerce. And you can guess that in the near future, with the development of new technologies, companies from developed countries will find other field to continue their business. So, we can conclude that the importance of the commerce in our society is very strong and that his scope is as wide as commerce is important in the 21st century. But we have to keep in mind that the current limits of commerce won’t be the same tomorrow and are not the same as yesterday because the scope of commerce is in constant evolution: each day, new entrants are coming to the business replacing other players who disappear.

Obesity and Biology

Obesity and Biology Obesity isn’t classified as an eating problem anymore. It is more than that a person’s biology plays a big roll. Cells and hormones play a big roll on how big you are and how your body regulates energy. Food equals energy and the body stores that energy in fat cells and uses the energy as needed. The metabolism breaks down that food and uses the energy generated from that food for everyday activities such as walking, talking, thinking. The faster ones metabolism is the more efficient they are at breaking down food and using the energy.The slower the metabolism the more energy gets stored and gets turned into fat cells and not used. The hormone leptin, which is produced in fat cells, sends signals to the brain telling it that its levels are dropping which means the cells are reducing. When this occurs the brain processes that information as starvation and sends signals back to slow down the metabolism and store as much energy as possible. There are pe ople who eat less than other but still gain weight. That’s a biological problem. There are areas in the brain research has found that if damaged can lead to obesity.One such area is the ventromedial hypothalamus and the surrounding axons. If this area in the brain is damaged at then this can lead to overeating and more storing of fat cells. Research conducted on rats at the University of Nebraska looked at this area in the brain and how it affects food intake and body weight. With damage to that area the rat nearly tripled in size in the cores of about sixty days. Food intake does not always correspond to body weight. It is possible to excessively eat and not gain weight. It just matters how active one is and how efficient the metabolism is.There are other areas in the brain located in the prefrontal cortex that also can affect body weight. Those areas are responsible for food-seeking behaviors. If one is always hooked on seeking high fat food such as burgers and high sugar d rinks such as coke then that can lead to an overweight problem. The problem with sugared drinks such as coke is that it is high in fructose sugar and that particular sugar does not raise insulin or leptin as other sugars do. So you drink more of the soda, which equates to more calories without satiety. The brain is not the only factor in weight another factor can be genetics.Your gene makeup can be responsible for how much energy you store, and that’s all been passed down to you from your ancestors. If your ancestors were only getting by in life by eating very little as about 1000 calories a day and storing a lot of energy in fat cells and using that energy efficiently then that means you should not eat foods that are high in fat. The reason is your genetic makeup structures your body to store more energy from food. Those whose body is structured like this that eat a normal diet of about 2500 calories a day will gain weight.That is due to the fact that the genes were from the ancestors thought a normal diet of about 1000 calories was good enough to get them by. In America most foods you find these days have a lot of fat in them. Good tasting unhealthy food is cheaper than healthy food. A burger is way cheaper than a salad these days. The American life style requires people to be able to get food quickly. No one likes waiting anymore and barely anyone cooks anymore. Home kitchens are beginning to shrink as Americans waist size is beginning to grow. Fast food restaurants blanket almost every business street.Americans eating lifestyle is one of the biggest factors in their weight. Obese people who lose weight end up gaining it right back because the brain thinks the body is starving because there are not enough fat cells that it was normally used to. A person that loses weight cannot eat the same amount as a person who is naturally at that weight. They have to eat about 500 calories less in order to maintain their new weight. Its not only a temporary diet they have to be on, but a lifetime diet if they want to keep the weight off and they have to exercise everyday.

The purpose of citizenship education is to contribute to the health of our democracy1 and to empower students â€Å"to translate their beliefs into actions and their ideas into policies.† The primary goal of the Delaware Civics Standards is student understanding of the purpose and means of authority2 and freedom3 and the relationship between them. Civics directly addresses citizenship education within the context of political systems. Students study the assumptions upon which governments are founded, and the organizations and strategies governments employ to achieve their goals. With specific respect to the United States, students learn the underlying principles of representative democracy, the constitutional separation of powers, and the rule of law. They need to comprehend that an essential premise of representative democracy is the willingness of citizens to place a high premium on their own personal responsibility for participation in social decision-making. see more:understand the context of supporting skills for everyday life Students develop the skills which citizens must possess in order to discharge those responsibilities while protecting their rights and the rights of others. The study of civics prepares students to translate their beliefs into actions and their ideas into policies. Constitutional democracy attempts to balance individual freedom with the needs of the society as a whole. American citizens need a basic understanding of the structure of different forms of government and a detailed knowledge of a constitutional democracy. The American political system was intentionally created to rest on a foundation of individual liberty, freedom of religion, representative democracy, equal opportunity, and equal protection under the law. Understanding, achieving, and upholding these principles and ideals represent a major challenge to each succeeding generation of American  citizens. The Delaware Civics Standards call for understanding the purposes,7 principles,8 and generalizations9 that infuse the concepts in the standards with their contextual meaning. CIVICS STANDARD ONE: Students will examine the structure and purposes of governments with specific empha sis on constitutional democracy [Government]. Enduring Understandings Students will understand that: Constitutional democracy10 as a structure of government developed from the tension between the need for authority and the need to constrain authority. Governments are structured to address the basic needs of the people in a society. The key to understanding the purposes, principles, and generalizations called for in the standards is to begin with the question â€Å"Why?† For example, Standard One says, â€Å"Students will examine the structure and purposes of governments with specific emphasis on constitutional democracy.† The purposes of governments, of course, are the â€Å"why† of governments. Beginning with the question, â€Å"Why do we have government?† yields the question, â€Å"What needs does government address?† The answer to this question is the foundational understanding for the benchmarks of the standard. The structure of governments is determined in part by history and custom, but mostly they grow from what reason and experience have ta ught  societies about the organizational requirements for achieving the purposes of government. 11 You can derive the basic purposes of government by imagining a community and questioning what needs of a community might require authority to address. In fact, most famous political philosophers (Plato, Aristotle, Hobbes, Locke, Rousseau, for example) have used the device of the imaginary community to explain their version of the purposes of the state in terms so simple that even grade school students can easily understand them. All governments invariably address basically the same needs: security, order, and the welfare of the commonwealth. They all make, enforce, and adjudicate law to meet the need for order, organize the common defense, and provide services to promote the welfare of the citizens. The structures of governments reflect the ways governments are organized to perform these functions. The basic purposes and principles of government—including the responsibilities of citizenship12 in a general sense—can be illuminated with the experiences of the students. Families meet needs of security, order, and welfare with the principle of authority, as do schools and communities. The themes of authority, obedience, responsibility—and the very important constraints on authority for the protection and freedom of the ruled—are found in the social context of every student. If students can learn how to see the purposes, principles, and generalizations suggested by the standard in their own experiences, they become easier to understand and retain and more relevant. The emphasis on constitutional democracy called for in the standard reflects the enduring human struggle to find a way to protect ourselves from our protectors. The tension between the need for authority and the need to constrain authority is a prominent theme of history and is an inherent condition of life. The historically remarkable rise and spread of constitutional democracy evolved from both the abuse of authority13 and a rekindled belief in the desirability of individual freedom14. The embedded concepts of a higher law15 that constrains the makers and enforcers of law (constitutions), accountability of rulers (democratic processes), and civil rights16 arose from an abundantly justified distrust of power and a growing consensus that one of the purposes of the state is the protection and promotion of the freedom of its citizens. New structures of government were devised to better fulfill and secure this new purpose of government. The need for  authority and the need to constrain it is the foundational understanding called for by Civics Standard One. The structures of modern governments developed from the experiences of people trying to meet these twin needs. Civics Standard One 6-8a: Students will understand that governments have the power to make and enforce laws and regulations, levy taxes, conduct foreign policy, and make war. Essential Question Why does a government have certain powers? The focus here is on understanding the need for these powers (the why?) and having a general knowledge of what these specific powers entail. The need for order and security within is addressed through the power to make and enforce laws and regulations. The need to promote national interests abroad, especially security and economic interests, is addressed by the power to conduct foreign policy. The power to make war arises primarily from the need for security. The power to levy taxes arises from the need to pay for it all. Open-ended questions that teachers might ask in a classroom include: 1. Why does the government enforce their laws with police rather than allow people to be free? 2. Why does the government take taxes out of our paychecks? 3. Why does the government participate in wars? 4. Who gave the U.S. government the power to enforce laws? Why? 5. What does it mean that governments have powers? Civics Standard One 6-8b: Students will analyze the different functions of federal, state, and local governments in the United States and examine the reasons for the different organizational structures each level of government employs. Essential Question: What different needs should be addressed by the different levels of government? The student should understand the general concept of federalism17: a territorial division of power based on the overall sovereignty of the national government with constitutionally guaranteed powers for state governments within the boundaries of their respective states. In theory, this division of power is clearly delineated and distinguishable. In reality, however, the flow of power has shifted over  time between the federal and state governments and has resulted in alternating periods of cooperation, conflict, and controversy throughout the course of American history. More than 200 years after the signing of the Constitution, Americans continue to disagree about the proper role for these levels of government. Then the student should understand the United States has adopted a federal system for a variety of reasons including our negative experiences with unitary18 (as British colonies) and confederal19 systems (under the Articles of Confederation), the distrust of centralized power, the relative sensitivity of state or local governments to the particular needs and views of their citizens, and the relative efficiency of state or local governments in responding to these needs and views. Advantages to federalism include allowing a variety of â€Å"local† governments to deal with local problems while allowing local voters to hold local officials accountable, permitting more points of access and greater opportunities for political participation, better protections for individual rights, and fewer constraints on innovation. The benchmark also explicitly calls for knowledge of the reasons for the different structures of government at each level, which essentially arise from the differences in needs addressed. Generally stated, the functions of the national government include national defense, monetary policy, and foreign representation. Infrastructure, protection from crime, welfare, education, and other practical needs are more clearly the responsibility of state governments. Sewage, garbage, culture, urban development, and traffic control are usually the tasks of local government. Open-ended questions that teachers might ask in a classroom include: 1. What functions does the federal government have that state governments do not have? Why is there a difference? 2. Why might the different functions of federal, state, and local governments require them to have different organizational structures? 3. Why do states usually leave garbage collection and parking laws up to towns and cities in the state? 4. Why do most cities in America have their own police force? CIVICS STANDARD TWO: Students will understand the principles and ideals underlying the American political system [Politics]. Enduring Understanding Students will understand that: The principles and ideals underlying American democracy are designed to  promote the freedom of the American people. Fundamental ideals are enumerated in the introduction to this standard—individual liberty, freedom of religion, representative democracy, equal opportunity, and equal protection under the law. This is not a complete list of the main ideals of American democracy, but they are umbrella concepts. For example, the principles of limited government and civil rights are means to achieve individual liberty. As with the previous standard, understanding requires answers to the question, â€Å"Why?† Yet the standard calls for a more developed understanding of the meaning and issues involved with liberty and equality. An essential question for this standard as a whole might be, â€Å"Why should people be free?† Fundamental assumptions about the value and competence of human beings and the importance of freedom to human purpose underlie these ideals. These ideals also have a dark side and involve serious tradeoffs and costs. This deeper understanding of American ideals belongs to the free minds of a free people and is required by Civics Standard Two. Civics Standard Two 6-8a: Students will understand that the concept of majority rule does not mean that the rights of minorities may be disregarded and will examine and apply the protections accorded those minorities in the American political system. Essential Questions How might the majority threaten individual and minority rights? Why are citizens protected by the Constitution? Should individual rights be limited? Students should understand that democracy means rule by the people, and that majority votes are just an arbitrary indicator of what the people want. Although that principle is central to the American political system, it is not absolute. People, including large numbers of them (i.e., majorities), sometimes act out of anger, prejudice, or ignorance and are not always well informed. By limiting the principle of majority rule, Americans have attempted to balance the interests of individuals with the common good20. Majority rule places a very important constraint on governmental authority, but it is completely insufficient to protect individual liberty. Every student destined to become an American citizen should understand that the majority can be as much of a tyrant as any dictator. They should understand that the addition of the Bill of Rights21 to the U.S. Constitution was  motivated by the recognition that citizens need protection from abuse of governmental authority, even when the government is theoretically obedient to the will of the majority of the citizens. There are many instances in American history where minority groups once did not receive the same protections as the majority. The benchmark is somewhat misleading in speaking of the â€Å"rights of minorities,† because minorities are not now accorded any more or less rights than members of a majority. What we now call the rights of minorities is founded on individual rights. The Constitution does not specify group rights. So understanding this benchmark really comes down to understanding the meaning and purpose of the Bill of Rights with the expectation that students should also appreciate how these rights protect minorities from discrimination. There are many examples of how minorities were served by political documents and rulings that protected individuals from discrimination. Open-ended questions that teachers might ask in a classroom include: 1. If most people follow one religion, why shouldn’t the government pass a law that restricts the rights of people with other religious beliefs? 2. If most Americans are offended by people who protest a war, why not allow the government to declare protestors â€Å"unpatriotic† and put them all in jail? 3. Why might Americans be unable to prevent newspapers or websites from printing letters that insult other people? 4. What is meant by â€Å"the tyranny of the majority† and why should we fear it? 5. How are minorities protected by individual rights? Civics Standard Two 6-8b: Students will understand the principles and content of major American state papers such as the Declaration of Independence; United States Constitution (including the Bill of Rights); and the Federalist Papers. Essential Questions How are the principles of major American state papers guaranteeing liberty to contemporary Americans? It would be a bit much to insist on an understanding of the whole content of these papers, especially the Federalist Papers22, but students can well achieve an understanding of the main principles reflected in these documents. The overriding principle is individual liberty; most of the other principles concern the means to achieve liberty. The principles of the major state papers are the principles and ideals of  American democracy. The introduction to Civics Standards Two draws specific attention to the fact that â€Å"†¦[t]he American political system was intentionally created to rest on a foundation of individual liberty, freedom of religion, representative democracy, equal opportunity, and equal protection under the law.† Political equality, rights, limited government23, checks and balances, and other principles of American government are pronounced, asserted, and discussed in the state papers. The understanding of the principles called for by this benchmark is the understanding reflected in these papers, which requires some perspective on the times in which they were written. An analysis of what the authors really meant in their assertion of a principle and why they asserted them could help students achieve this benchmark. For example, what did â€Å"all men are created equal† mean at the time of the Declaration of Independence? To truly understand a principle, one must be able to identify its practical applications. Such understanding is addressed more directly in Standard Three, but the focus there is on the Bill of Rights. Students should be able to identify the practical applications of the principles not included in the Bill of Rights. While these principles are sometimes in conflict and while disparities have always existed between the realities of daily life and the ideals of American democracy, the preservation and improvement of American constitutional democracy depends largely on the efforts of each succeeding generation to live up to these principles and narrow the disparities. Open-ended questions that teachers might ask in a classroom include: 1. What is the meaning of â€Å"We the People†? 2. Why is the claim that â€Å"all men are created equal† important to American democracy? How has the meaning of the phrase changed over time? 3. Why was there a debate about whether we should have a strong federal government or not? Should the debate continue? 4. What was the purpose of amending the constitution with the first ten amendments called the Bill of Rights? 5. What was the purpose of the Federalist Papers? 6. Why did the signers of the Declaration of Independence think they had the right to declare independence from Great Britain? Here is a released item from the Social Studies DSTP that illustrates the assessment of this  benchmark. This test item focuses on the inalienable rights stated in the Declaration of Independence and how the Constitution of the United States ensured those rights. The student should provide evidence to support the answer. The item is open ended, which means that there is more than one way to answer this question correctly. Enduring Understandings Students will understand that: Effective citizens are committed to protecting rights for themselves, other citizens, and future generations, by upholding their civic responsibilities and are aware of the potential consequences of inaction. Distinctions between a citizen’s rights, responsibilities, and privileges help to define the requirements and limits of personal freedom. Once again, the why of responsibilities and rights, and the distinction between rights and privileges is central to understanding the standard. American citizens have the right to certain individual freedoms and liberties found in the U.S. Constitution. But, individual freedoms and liberties have limits imposed by the fact that others also have the same freedoms and liberties. Respect for the rights of others, for example, limits some individual actions. Suppose two neighbors are in dispute over a tree growing on one’s lawn that extends shade over the other’s lawn. The man who does not want the shade cannot cut  down his neighbor’s tree, only that part of the tree that hangs over his property. His property rights end at the boundary of his property, and the boundary between the two neighbors extends to other rights as well. American democracy imposes a cost on its citizens. For government to be effective, it must have an effective citizenry that understands what is required to maintain individual freedoms and liberties. Citizens have responsibilities that, if met, ensure the health of American democracy. Citizens should hold governmental officials accountable by: Voting and keeping informed; Contributing to the common defense through military service if necessary; Checking the judicial powers of government and safeguarding the rights of the accused by serving on juries; Contributing to public safety and order by obeying the law and reporting violations of the law; and Performing public service when the need arises. Privileges may be defined by what they are not—they are not rights, and thus a citizen has to earn a privilege. For example, it is not a birthright to drive a car. Driving well benefits society and the driver, continues the privilege, and costs the driver and thus all other drivers less in insurance. Driving poorly or dangerously costs more insurance and may even cause loss of a driver’s license. A classroom discussion with students could elicit other examples. Civics Standard Three 6-8a: Students will understand that civil rights secure political freedom while property rights secure economic freedom and that both are essential protections for United States citizens. Essential Questions In what ways are citizens protected from the government? From each other? How might shared rights lead to conflict between citizens or citizens and the government? To what extent do property rights24 define an individual’s freedom? This benchmark calls for a further elaboration of the ideal of freedom by making a distinction between political and economic freedoms25. At this stage, a student should understand the connection between civil rights and the requirements of democracy, which is the means by which political freedom is secured. Freedom of expression, the right to vote, the right to due process, etc., are clearly necessary to democracy, and thus to  the securing of freedom. Yet the lack of property rights would make even these rights precarious, blurring the distinction between political and economic rights in practice. Some basic property rights can be considered essential protections for political as well as economic freedom. The enormous powers and resources that governments possess pose considerable threats to a relatively defenseless individual. Civil and property rights impose reasonable limits on those who hold power and create the conditions in which fundamental individual liberties might be protected and enjoyed. The center of gravity in this benchmark is the understanding of the connection between property rights and freedom in general. Citizens, by applying civil rights, can acquire property or make economic decisions freely. The student will have to understand the concept of â€Å"economic† freedom to see how property rights relate to the subset of human activities we label economic. In essence, economic freedom is the right to own, use, and dispose of property, but it also involves the right to sell one’s labor. A well-developed understanding would include the realization that property rights can also conflict with freedom, and that they are subject to the same conflicts and tradeoffs as other rights or values and may actually curtail or even deny other people’s liberties (e.g., claiming slaves as property or attempting to keep minorities out of neighborhoods). Open-ended questions that teachers might ask in a classroom include: 1. Why is private ownership of businesses and homes seen as important to freedom? 2. How might the property rights of a business owner threaten the freedom of others? 3. Which is more important: making sure everyone has a job or allowing everyone to choose their job? Why? 4. How do political rights secure political freedom? 5. When might someone’s property rights conflict with the freedom of others? Civics Standard Three 6-8b: Students will understand that American citizenship includes responsibilities such as voting, jury duty, obeying the law, service in the armed forces when required, and public service. Essential Question Why should American citizens perform certain civic duties? â€Å"Responsibilities† is the word that dominates this benchmark. The benchmark lists examples of what citizenship in a democracy requires, and  understanding why each is necessary elaborates the understanding of the general purpose of citizenship responsibilities. The general purpose, of course, is to meet the requirements of freedom. Demands for freedom create the potential for great disorder unless citizens of a free society act responsibly. Open-ended questions that teachers might ask in a classroom include: 1. How can people be free if they have responsibilities like jury duty and possibly military service? 2. Why are people responsible for obeying the law even if they don’t agree with it? 3. Why should we be concerned if many citizens do not vote in most elections? 4. If voting is a responsibility of citizenship, why are citizens not required by law to vote? 5. Do citizens have responsibilities mainly for the good of the government or for the good of their fell ow citizens? CIVICS STANDARD FOUR: Students will develop and employ the civic skills necessary for effective, participatory citizenship [Participation]. Enduring Understandings Students will understand that: Effective citizens can research issues, form reasoned opinions, support their positions, and engage in the political process. Effective governance requires responsible participation from diverse individuals who translate beliefs and ideas into lawful action and policy. There is a change in focus from understanding to skills with the fourth standard, but understanding is necessary to show evidence of such skills on the test. Why is still important, but how and what have equal billing on this standard. Why does a citizen participate? How does a citizen participate in democracy? What does a citizen do? Civics Standard Four requires students to demonstrate and use effectively the skills of a citizen. Such skills include, but are not limited to: Registering to vote; Interacting successfully with government agencies; Organizing and working in civic groups; Researching and advocating a position; or Serving in an office of public trust. Teachers should use activities in the classroom which simulate or model the skills. Civics Standard Four 6-8a: Students will follow the actions of elected officials, and understand and employ the mechanisms for  communicating with them while in office. Essential Questions: Which means for communicating with office holders is usually more effective and why? Why is it important to know about the person and circumstances when communicating with an officeholder? This benchmark moves from becoming informed about candidates to staying informed about elected officials. Student understanding of participation is expected to spiral at the grade 6–8 level so that students acquire the skills and understandings needed to monitor the actions of, and communicate effectively with, officials after they have been elected to office. Understanding the mechanisms for communicating with office holders involves why citizens should communicate and awareness of the available means to communicate and their relative effectiveness. What is an effective method of communication depends on the person in office and circumstances. For example, a citizen just cannot walk to the front door of the White House and ask to see the President (at least not anymore). But a citizen could (and often will) call a school board member or other local official at home to discuss issues of importance. A representative democracy is supposed to function at its best when informed citizens communicate a range of ideas, opinions, desires, and concerns to their representatives so that they might enact prudent public policies and serve in ways that honor and promote the common good. Open-ended questions that a teacher might ask in a classroom include: 1. How does a citizen communicate with a member of Congress? 2. How does a citizen find out what an elected official has done since they were elected?
